Questions and Answers About the
Cornerstone Data Center Development
1.
Water
What is the total fill volume in gallons for all buildings combined at full build-out, and how many separate fill events happen across the construction period?
+
On the hottest day of the year, does the cooling system use any water beyond the sealed loop, and if so, how many gallons on average?
+
The Village FAQ describes the Development’s 50,000 gallons per day water usage as being for “normal office purposes (breakrooms/restrooms/etc.)” only. Where did that figure come from and does it account for anything else?
+
How often does the closed loop need to be drained, and where does the drained water go?
+
What discharges, if any, are permitted or planned from the cooling and stormwater systems, and what groundwater monitoring plan will be in place to detect any impact?
+
What stormwater and cooling-system runoff controls are planned for the site (containment, treatment, and monitoring)?
+
How does the facility monitor for leakage from the loop?
+
Will the campus use any water besides the municipal supply?
+
During drought conditions, when Grayslake residents are asked to conserve water, is T5 restricted too?
+
While a closed loop cooling system drastically reduces on site local water consumption, does it increase indirect water usage from power generation?
+
2.
Electricity
What ComEd/PJM grid upgrades are required to accommodate T5? At what cost?
+
T5 says in advertisements that data centers are “billed in their own rate class”. Is that rate higher than, lower than, or the same as consumer rates?
+
ComEd typically recovers infrastructure costs from its ratepayers. On what basis is the claim of a $0 increase for residents made? What does the campus pay toward regional capacity and transmission costs?
+
Is T5’s statement that they are “committed to paying their full share” written into any legally binding agreement?
+
3.
Sound
Has a noise study been conducted, and is it publicly available?
+
T5 has claimed the development’s operations will often be “quieter than traffic on Peterson Road.” Under what operating conditions is the facility louder than the stated comparison? What is T5 using as its reference decibel level for traffic on Peterson Road?
+
4.
Generators & Batteries
How many generators will this development require for daily operations?
+
There are statutory limits on how often diesel backup may be tested. What is the planned testing schedule, and what are the resulting annual emissions?
+
What air permits are required for the generator fleet, and have they been applied for?
+
Backing up 1.2 GW with 4 MW battery units implies a very large Battery Energy Storage System. How many units will be installed, of what chemistry, and at what total capacity?
+
5.
Jobs
Is “up to 1,500” a number added each year, or the total across all years combined?
+
How many of those construction jobs are union and how many non-union?
+
6.
Revenue
What abatements have been granted to T5 or applied for?
+
7.
Wetlands
What conditions would cause the wetland permit application to resume?
+
Does the current site plan still depend on that permit?
+
What wetland acreage is affected, and what mitigation is proposed?
+
8.
Process
Were the technical studies referenced in the special use permit approval published for public comment before the Village Board’s vote? If not, why not, and are they available now?
+
9.
Accountability
Are any of the public commitments — on water, sound, emissions or jobs — written into a binding agreement with the Village?
+
What monitoring and reporting will T5 be required to provide to the Village, and at what frequency? What independent agency will do the monitoring?
+
